All parcels sent abroad need to pass through foreign customs, and customs inspection of parcels is basically in the form of a random inspection. If the customs think that your parcel is special (e.g., large size, heavy weight, containing sensitive goods, etc.), they will generally take the initiative to contact the recipient to provide invoices or customs clearance documents. Any costs incurred due to the parcel being returned or destroyed because the recipient cannot be contacted or the recipient does not cooperate in contacting Customs for customs clearance will be borne by the recipient himself/herself.
